There is no need to specifically wear leather shoes, and the bracha sheasar li… may still be said. This is because the bracha essentially is on the fact that Hashem created shoes, which give us comfort, and according to most poskim it is said even if one is not wearing shoes. It is for this reason that even a blind person will say “pokeach ivrim”, and a sick person still says, “zoekif kifufim”, even if he can’t get out of bed.
It is for this reason that according to many poskim, we even say “seaser li” on Tisha B’av and Yom Kippur. According to the Arizal and Gr”a it should only be said after the fast, that is because on these days it is forbidden for everyone to wear them.
