On Chol Hamoed Pesach, do we need to put the second Torah on the bimah before doing hagbah on the first?

Hello,
Yes. The first sefer Torah is placed on the bimah, before the hagbah of the first sefer Torah. The reason is as not to have the bimah without a sefer Torah on it, as it appears like we are distracting our concentration away from the reading of the Torah. This applies even during Pesach, when we are not saying the kaddish until after hagbah is done and the forth aliya is read. We also find this idea on a day that we read from three sefrei Torah, after reading the first, the second is placed on the bimah, then hagbah, and kaddish isn’t said until after reading from the second sefer, the third sefer is placed on the bimah and then kaddish is said. For the above reason.
