I live in Jerusalem. Very close to the shul in which I daven shacharis, there is a construction site where there is heavy duty drilling going on already at 7:30AM. I’m wondering if this is legal, given how early it is to be making such noise.

While I can’t tell you if it is legal or not, I can say that this is what is done. Construction workers start at about 7am, and work until abour 4pm. Hopefully it will end soon.
