My father's yahrzeit is on Rosh Chodesh Sivan, normally we go to the kever on erev R.Ch. is it correct? Or are we allowed to go R.Ch? Which is the best option ?

What you were doing until now is the best option, as it is said that the neshamos are not there on Rosh Chodesh, Yom Tov, etc. As a side point, I was told, that when one can not go to the cemetery on the Yahrtziet it is possible to go three days before or afterwards.
