1. Stockings, undergarments? 2. Makeup? 3. Skincare products (that make a person happy)
- Can a person get their nails done?
- Can women shave? Can women get their eyebrows done?

Hello,
1-3 the rule during the three weeks is that we may make purchases, on things that we don’t say shehechiyanu on them. Therefore stockings, undergarments, makeup, and skincare products are permitted, even if they make you happy. A person is allowed to be happy during the three weeks, we have certain customs of mourning, but that doesn’t mean we have to specifically be sad.
4.during the three weeks, it is permitted to cut ones nails, therefore having one’s nails done would be halachically permitted.
