I would like to say kinos on Tisha be’av withe a certain rabbi who does not live in my community but he is live streaming it at nine o’clock AM. can I daven at a local minyan leave, go home, and say kinos with this rabbi online, or does kinos have to be said with a minyan?

Kinos does not have to be said with a minyan specifically, it has to be said in the most meaningful way. However you must make sure not to divert your attention unnecessarily from mourning over the churban, nore in idle chatter, until after chatzos, whether on the way home or at home.
