If someone uses a restroom, is it ok to then buy a bag of food (frozen vegetables)? or do they need to wash outside of the bathroom, which is not often possible in stores.

If you can not wash your hands outside of the bathroom, you may wash them inside the bathroom. Additionally, even if you are not able to wash your hands at all after using the bathroom, you may buy the frozen vegetables, because we are permitted to touch things after using the bathroom, before washing our hands.
