In a real reshus harabim d’oraisa, would a man be able to walk out on Friday night (after Tzeis) wearing his Tallis Gadol?

Hello,
Yes it is permitted, because the tallis is worn as a garment, and the tzitzis, even if they do not have techeiles are considered an adornment of the tallis and it’s beauty. Therefore it is permitted. The minhag in Yerushalayim was, and by many still is, to specifically wear their tallis to davening on leil Shabbos.
