I’m planning to spend the upcoming Rosh Hashanah, which leads into Shabbos, on the yishuv where my mother א”ה is buried. I will be arriving after chatzot yom on Erev Rosh Hashanah, and leaving directly on motsei Shabbos. Am I allowed to visit the kever on erev Rosh Hashanah?

Yes, you may go to the kever on Erve Rosh Hashana. In fact, in is brought in Shulchan Aruch (O:CH 581-4) that Erev Rosh Hashana is an opportune time to go to a kever to daven. I have not seen any poskim write that tone should not go after chatzos on Erev Rosh Hashana.
