We have a driveway that goes behind the houses on the block (all the houses are attached and the driveway entrance is on the street on the side). According to the title company our lot (and all the lots) includes the driveway and there are no recorded easements on the property. Our neighbor has said that he wants to rent out his driveway, and he is generally saying that it has to be clear for access at all times. I would like to clarify the halacha. Can I stop him from renting it to another person? Can he demand that it be clear at all times?
Also, when we bought the house the driveway was not paved (but it was used as a driveway) and we paid for our part to be paved

In general if the other tenants can object to him doing this, however a specific ruling can not be given without hearing both sides of the story, and hearing the other person's perspective on what he is doing.
