Ha Rav we have 7 apartments in our tower. The bomb shelter rule is 80% empty and 20% storage. 2 apartments have 5 babies total and they are occupying more than 20%. We need space in our apartment. Should I make an issue that it should be divided equally or leave it alone?

Unless I am not understanding your question correctly, if there are 7 apartments, then each person technically can use 14.3%, and two people can use 28.6%. Thus, being the case they are not doing anything wrong.
Even if they would be taking up 50% of the storage space, it is not a good idea to make an issue over this unless you are stuck, and there isn’t enough space for you. But being that it is 80% empty, so why should you make an issue of it? Put the things that you need to go into storage in there, and it seems that here is enough room.
