Although the money was fund on your property, being that it is an area that anyone can enter, it isn’t considered found in your possession, therefore the person who found it has the claim to it.
Regarding returning the money, if the bill(s) didn’t have any siman, (the way it was folded, or the combination of bills), and it wasn’t placed in a certain corner, then the person who found it can keep it. Nevertheless, there is a preference to try to return it. By putting a notice up, and keep it there for a week or so, (until anyone who would want to claim the money would be able to.)
