My wife and I both work and earn a basic salary, just about enough to cover the month. Sometimes I'm short a thousand and sometimes I pull through. (I haven't set any money aside in months)
My question is, if I can use masser money towards both my daughter and sons tuition and school building fund. Unfortunately, I do not have the means to finish the month and pay for the tuition (if not from masser).
My daughter is almost 5 and is learning alef, bais and starting kriah next year Iyh. My son is only starting nursery next year, yet is in the same school where he'll be attending elementary and not just a local nursery in someone's house (I'm assuming it makes a difference)
I still do give masser every month and go the extra mile even when I know I won't have the funds to pay my credit card bill.

On one hand tuition for young children, is a personal obligation, and therefore it can not be taken from maaser. The same would apply to the building fund, if the school obligated the parents to pay for it, and it is included in tuition. However on the other hand, if you don't have enough money for your monthly expenses of your normal needs, you may not have to give maaser in the first place.
