Question:
I daven in a shul which sometimes doesn't get a minyan on shabbos morning, but always has a minyan for mincha on shabbos. With this week being parshas parah, if we don't get a minyan in the morning, should we lain parshas parah at mincha? If yes, what is the procedure, should we bring out the sefer torah before mincha and lain it and then put it back and daven mincha? Or should we first say ashrei and uva letzion and then when we take out the sefer torah we can lain parah and then roll it to the regular parsha and lain that?

You can either lain it before mincha, cal up someone to say the brachos etc. or take out two sefrei torah, call up three people, for Mincha, and then in the second sefer, lain Parshas Para.
Just one point, although you didn’t ask about it. What about the main part of the parsha, that was missed…, shouldn’t that also be read (before starting the next parsha, if the people didn’t yet hear it?
