The bracha on industrially produced pita or bagel chips is mezonos, unless one is eating a meal's worth of them (like all pas haba’ah b’kisnin). The reason is because they were originally made in order to be eaten as a snack, and their size shows that it is meant to be eaten as such. However, if a person takes leftover bread or bagels, and cuts them up into small pieces, and then re bakes them, then the bracha would be Hamotzei.
