Question:
A shul wants to give the honor of the last aliyah of a sefer to a kohein, so they want to add an extra aliyah to the kriyah. Someone mentioned, I think in the name of Rav Moshe Solovietchik, that you shouldn't add extra aliyahs to a double parsha. Do you know the reason for this, and whether this is universally accepted?

Personally, I am not aware of this idea, and the minhag is that we do add aliyos. For example, the shul I daven in, the Rov is a Kohen, and they always add an aliya, in order to give chazak. What they always do is add an aliya, before shevi’i in order that the Kohen can get acharon- chazak. This is even when it is a double parsha such as Behar- Vechukosai, or Vayakel-Pikudei.
The Mishan Berura does say that when there is double parsha, that there is an idea, if possible, not to add to the aliyos of the first parsha, and that revi’i should be partially from the first, and part of the second parsha. He specifically says that it is permitted to add aliyos to the second parsha. Additionally, the Biur Halacha (see sources) writes that when it is a double parsha, and the baal koreh is a kohen or levi, that they can read 6 aliyos from parsha Behar, the seventh before the tochacha, and the kohan will be acharon. This is also adding to the aliyos.

וגם ע' באור הלכה סימן תכח סעיף ו ד"ה בפסוקים שלפניהם, וז"ל "ואפילו אם הסדרה בהר בחוקותי הם מחוברות ג"כ יש עצה לכהן שעד פסוק וישבתם לבטח בארצכם יהיה ששה קרואים [ואף שהרגילות תמיד להתחבר השני סדרות בפרשה רביעי אין קפידא בדבר כידוע] כי יחבר למי שיעלה לתורה לששי פרשת בהר עם פרשת בחוקותי עד לבטח בארצכם כנ"ל ומן פסוק ונתתי שלום בארץ עד את בריתי אתכם יקרא לשביעי ומן ואכלתם ישן נושן עד סוף סדר בחוקותי יקרא הש"ץ הכהן בעצמו בתור אחרון".
