In Siman 306 seif 11the Remo has a certain allowance in Amirah Lenochri based on the Mitzvas Yishuv EY. (MB sk 47) Similarly, in Siman 248 seif 4 we find a kuloh in diney hamaflig beshyoro if he is moving (or travelling , see MB sk 28) to EY. Does that mean that the Mechaber holds that Mitzvas EY applies today, too?

Hello,
Even for those who say that there isn’t an obligation to live in Eretz Yisroel, they will still agree that there is a mitzva involved in it. Therefore, it is considered a dvar mitzva, and has the leniencies that the Shulchan Aruch writes.
