Hi........I'm not sure of this, but my understanding is that it is allowed to read
books of mussar and biographies of Torah personalities on Tisha B'av.
In doing so, one may encounter verses from Torah. I think this can happen even when reading books related to the churban and Tisha B'av. Can there be a problem with this and while it may not always be possible, should one try to skip over such verses should they come up or just keep reading assuming the verses aren't that long?

You do not have to skip over these verses, as long as they are not verses that bring the person joy such as verses of redemption, and consolation.
