I am not aware of anyone that offers such a service, anywhere in the world. If only one string (after all the knots), is missing, the tzitizis are still kosher, if there are two or more on a specific corner, then it depends on a number of factors. I would suggest that you buy a new pair of tzitzis, (from a reputable company) which comes with the strings already attached, or alternatively it isn't hard to learn how to tie the strings yourself.

That being the case you should not wear the tzitzis and get your self a new pair ASAP. If you ae buying a new pair withthe fringes already attached, I would suggest that you buy a pair from an orthodox Judaica store, (such as Eichlers) who carries ready made tzitzis with a reliable Hechsher, (Rabbinic supervision) regarding who ties the strings.
