The first half of what you are quoting is controversial. Some poskim say that there is no source to exempt one from ripping after chatzos, nevertheless this seems to be the custom in Yerushalayim. The only posek that I have seen that says Friday afternoon is permitted, but Motzei Shabbos isn’t, is R’ Yosef Leiberman zt”l in his sefer MIshnas Yosef. See sources.
