I know a secular Jewish woman who lives with a non-Jewish man, and I also know a secular Jewish man who lives with a non-Jewish woman. I have some influence over these people. Would it be okay for me to actively try to convince both Jews to leave their non-Jewish partners and start a new relationship, both of whom are Jewish? Let me clarify that we are talking about people who are both around 55 years old, so the woman no longer has the menstrual period. That is, she can no longer have children (would that simplify the problem of her not going to the mikveh?). The other point is that I cannot guarantee that the relationship will work, and if it does, I cannot guarantee that it will end in marriage.

Your idea sounds nice in theory, however it is hard to imagine that it will actually work. Most people that are intermarried, will not specifically divorce, just in order to marry a Jew, and here you want to double this. If the two couples will divorce, that would be a positive thing for their neshoma, however as stated, the chances of this working out are slim.
The fact that they are past menopause, will only help if the woman agrees to go to the mikva even once before she marries. Otherwise she will be considered a nida until she immerses, even though she no longer has her periods.
