Bracha rishona and Achrona on oatmeal

Question:

Hi Rabbi,
I usually eat oatmeal (quaker instant oatmeal )mixed with a little hot water just poured directly in and mixed a little. I have heard that that the bracha rishona could be ha’adamah or mezonos, and also both Al Hamichya or Borei Nefashos for bracha Achrona if it just considered raw or oats. Does the water I pour in really cook the oats to make them mezonos and al Hamichya, or do they have the status of raw oats?

Answer:

According to the kashrus professional that we contacted, the oats are steamed, and are therefore considered as if they were cooked, additionally, there are many of the oats that are not whole. Therefore the bracha rishona would be mezonos, and bracha achrona al hamichya.
