Hi Rabbi,
If I woke up after sunrise, washed netilas yadayim without a bracha intending to go back to sleep, but didn’t end up falling back asleep, does this affect my ability to say the bracha when I decide to get up for the day? Is there any reason I wouldn’t be able to say al netilas yadayim?

Hello,
You can say the bracha later, before davening and you wash your hands, you can say it then with the rest of the brachos. As a side point, when saying brachos before davening, if you already used the bathroom and said Asher yotzar, you would not say it again, just because you are starting to daven. Since unlike al netilas yodayim, which is also going on the washing before davening, Asher yotzar has nothing to do with davening, rather on using the bathroom, and if you didn’t use the bathroom now you wouldn’t say it.
