BH our son is learning in kollel in EY. He is a very serious learner and plans to learn long term. Every once in a while we give them money. Can a Rav please explain if and under what circumstances we can use maaser for that purpose. I'll be more specific- we like to give them money before YT to help with expenses and sometimes we give them just because. Thank you in advance for your response.

If they are considered “poor” and need the money, then you can deduct the money you send them from maaser. They would be considered “poor” regarding this if they don’t have a stable income that is enough for their monthly expenses, or saving enough to live off it, you can give them from your maaser. By the way giving to your children learning in kollel is practically the best tzedakah possible. It is supporting Torah learning and giving to a relative.
