It depends on the customs in your area regarding this field, and if he is indeed overcharging you or not. In some fields the VAT is already factored into the price, but in other fields it isn't. Another factor is, if the worker is giving you a receipt or not. If you are getting a receipt, and the worker is paying VAT on it, then it is the norm to charge for it, however if you are paying in cash, and the worker is not reporting it, then the VAT is not charged.
