I know when it comes to Hilchos Maaser Kesafim one cannot count as a Maaser a pledge a person made without having in mind at the time of the pledge that it should be coming from his Maaser monies, the reason being because since he didn't have that in mind, that pledge is now a davar shebechova, which one can't use Maaser for. Does this limitation also apply as to whether he can consider that previous pledge coming from his Chomesh donations?
