Answer:
Yes. If one is being paid and not learning, that would be stealing. In an extreme example, if a person went to work, and took a 9-5 job, would taking a kollel check be considered stealing? Yes. The amount really depends on what the Rosh Kollel or Rosh Yeshiva has to say about it.

On the other hand, a Kollel Check is not a salary, its a stipend to enable the Avreich to learn Torah. Some Avreichim can sit 4 hours straight while others may have ADD. One is not required to treat his Kollel schedule as a job and certain things that come up may give him some allowance to come late or leave early.
Correct, but if the person doesn't show up at all, ever, is he still entitled to the stipend? Obviousely not.
my rosh kollel gives money as long as I'm in the building. But I'm still wondering if I'm allowed to sleep or take unnecessary breaks even though it's okay according to the official rules of the kollel.
This depends on what the Rosh kollel says.
