Hi. My mother-in-law gave my son a pair of tefillin from his great grandfather (her father-in-law's father). It is unlikely that the quality/condition is anything special so he won't be using them over his own tefillin/parshiyos. Is it OK to allow him to keep them as an heirloom or is it better to put them into genizah (with my mother-in-law's permission)?

There is no need to put them into genieza, as they can still be used.First of all they might be good, secondly, there may be many people who would be happy to use them,(if they are kosher). As aside pint, tefillin is not treated a regular geneiza, which buried, rather it has to buried in an earthen jug, which means that it needs a special geneiza.
