The Shulchan Aruch (266-15) writes that if a person eats bread that is filled with "meal food," such as meat, fish, etc., the bracha is always hamotzei, even when it is eaten as a snack. However, if it is evident from the size that it is meant to be eaten as a snack, such as the tiny franks in blanks that are served as hors d'oeuvres at a smorgasbord, then the bracha would be mezonos.
