It definitely can not be, that in such way the beginning of the destruction of The Temple is remembered?

The word ויחל here does not mean the beginning; rather, it means that Moshe beseeched Hashem in prayer. The portion read on fast days, such as today, is taken from what Moshe pleaded with Hashem to forgive the sin of the golden calf. We read this on a fast day because it is a day of repentance and prayer to Hashem.
