Question:
Even though Ashkenazim follow the psak that we say two brachos over tefillin, we still say Baruch Shem Kavod… after putting on the tefillin shel rosh because of the chashash bracha l’vatala. However, in a previous answer, the rav from the beis ha’horaah said that we aren’t worried about the Rambam’s shita to not say a bracha on Hallel when it’s only a minhag because we can confidently follow the Ashkenazi poskim who were machriah the shaila.
Why does the bracha on tefillin seem to be a special case where we follow the Ashkenazi psak but still take into account the possibility that it’s a bracha l’vatala? Asked another way, why don’t we say Baruch Shem Kavod… after every bracha we say when there’s a prominent rishon or posek who holds we shouldn’t be saying that bracha?

Regarding the bracha of tefillin, we can perform the mitzva and say Boruch shem after completing it, which is making the shel rosh tight around our head. However, regarding Hallel, if we were to say Boruch Shem right after the bracha, we would be speaking between the bracha and the Hallel, which would render the bracha a bracha l’vatala. It is important to remember not to say Boruch Shem until the shel rosh is tight around the person’s head and in its proper place. If it is said before then, the person causes himself to have said a bracha l’vatala.
