New moon start

Question:

Dear Rabbi,

I know that this month the new moon is at 3:06 pm and 11 chalokim, on Sunday today.

I have traditionally said a prayer at that moment, but I ask you what the Torah teaches us about observance. Should an observance be made at that exact moment? 11 chalokim seem to come to about 37 seconds.

Personally, I am not aware of any specific observance at that specific time.
