Responsibility to clear path

Question:

In Lakewood there was a big talmid chachom who when it snowed would place a long carpet outside on the sidewalk the length of his property to make sure no one would slip or fall.
By law homeowners are required to keep the sidewalks and even the streets in front of their homes clear of leaves and snow and ice, etc, even though it is legally public property.
1. Does the halacha also have this requirement?
2. What about those who live in a basement apartment and there are 2 apartments but one common outdoor staircase for both apartments, who is responsible for keeping the staircase and the area leading to it on top and at the bottom?

Hello,

Yes we are obligated to clear the snow away, because that is dina dmalchusa, and the local custom, which has to be followed.

2. This depends on the local customs.
