Is there any problem with an avel giving a gift? I saw brought from the ben ish chai and other achronim that an avel is supposed to give less shalach manos than usual, but I can't see why that would be a problem, unless its asur for him to give gifts?

In general, the Rema Y:D 385-3 says not to, because it is similar to “she’elas Shalom”.
