Question:
Can I speak or mentally read words of Torah while I’m waiting for the person behind me to finish the amidah and I haven't taken three steps back nor said Oseh Shalom yet, though I've said the second Yihiu l'ratzon?
Answer:
Hello,
Although there is some controversy about speaking words of Torah (unless you are the chazzan), you may speak words of Torah before taking the three steps back.
Regarding mentally reading words of Torah, it is permitted according to all opinions if the chazzan hasn’t yet started chazoras hashatz.
Best wishes
