He could do this, but there is no need, and it is not the accepted minhag. If the Shulchan Aruch (O:CH 131-4) writes in the name of Rishonim, and no one disagrees, that you do not have to say Tachanun.here is no need to do more than what the Shulchan Aruch says. The Mishna Berura (131-23) explains the reason for this custom.
