There is a sefer by R’ M. Sternbuch shlit”a called אורחות הבית. In the back of the sefer, there is a section called הדרכה והערות. In that section, פכ"ג אות ט"ו, he writes this in the name of R’ S. Z. However, others quote R’ S. Z. differently, saying that he held that ground beef is considered like meat. See שערי טבילה ס' ל"א אות ה', where he says that ground beef is like regular beef and that R’ S. Z. (his uncle) agreed with him. This is also quoted by R’ Neuwirth zt”l in אהל שרה ח"ב ס' ו אות ה'.
