If after I went to the bathroom, it dripped into my underwear (there is a pantyliner inside it) when I had to get up to get a tissue box from outside of the bathroom (there were no toilet paper OR tissues in the bathroom, and what appeared to be a "tissue box" was really one being recycled for garbage), can I make a bracha? How are pads/pantyliners different from diapers (which you CAN'T make a bracha if there’s something in it)?

You may say brachos. The halacha is that if a person gets urine on their inner clothing, and it is covered by something else, one may still say brachos. Since what dripped was only on the liner, your underwear is now covering it.
Regarding a wet diaper, the poskim regard the diaper as a cover, and one may say brachos near the child. However, if the diaper is dirty and smells, then you are correct that you can’t say a bracha within 4 amos of where it smells.
