Question:
Is there any justification to skip Tachanun while traveling? There seems to be a minhag (?) to not say tachnun at, for example, minyanim at airports or minyanim on the train in Israel (setting aside whether people should be davening on the train or organizing a minyan on the train). Seems to be more of a Chassidish minhag and it’s difficult to find anything clearly justifying this in the classic halachic seforim, but people seem to embrace it (perhaps because ‘no tachanun’ is very popular).

I am not aware of any heter not to say tachanun while traveling. I think you are right; it comes from those who are lax about saying tachanun in general. There is one difference, though; when there is no sefer torah in the room, we don't fall on our face. We just say it without putting our head down.
