A gift card of a few hours of organizing services was purchased on the behalf of someone else. The gift card was good for 1 year but I didn't get contacted by the client until 1 year 9 months after the purchase. My rates have gone up since. Do I still have to honor it?

If the card has expired, you are not obligated to honor it, since it was purchased with the expectation that it would be used before its expiration date. If you want to honor it, you may, and it would be very considerate of you, but you are not required to provide the service at the old price; instead, the new price should be applied.
