Can I buy and give a close friend a picture/picture frame as a birthday gift during the 3 weeks?
Answer:
During the three weeks it is permitted, however during the nine days according to numerous poskim, the general minhag is not to give presents during the nine days. ( A bar mitzvah however present is permitted).
