My son’s auf ruff is this Shabbos but he observes the aveilus dinim in the latter part of the Omer and we haven’t yet reached the shloshes ymei hagboloh. Is he allowed to have a shave/haircut this Shabbos?

Mazal Tov, they should be zoche to build a bayis neeman b’Yisroel.
It is permitted for him to take a haircut and shave for the aufruf. This is brought in the Sharei Teshuva 493-3, in the name of Dagul M’rivava.
One other point, being that tonight is Rosh Chodesh, if you are particular about not taking a haircut on Rosh Chodesh, then it should be done today.
