Can one take a driving test for a licence on chol hamoed (getting a license will enable the person to enhance the Mo’ed by being able to drive)?
Answer:
Although this can be considered a tzorech ha-Moed (Rav Moshe is cited in the Laws of Chol Ha-Mo’ed that it is permitted to drive for a tzorech), one should not take a test on Chol Ha-Mo’ed, because this will involve a problem of Lifnei Iver for the driving instructor and the examiner (it can be suggested that they are also contributing to the tzorech ha-Moed, but this is somewhat weak for they do not know it).
Moreover, if a person is able to take a test on Chol Ha-Mo’ed, he will presumably be able to take it before Yom Tov with a little effort, and this should certainly be preferred.
See Shut Be’er Moshe (Vol. 7, no. 12 and 99).
Best wishes.
