wetting a cloth with makeup remover is definitely not an option…

Hello,
You are right, that makeup may not be removed with a wet cloth, as it will be squeezing it from it’s water. You can however remove the makeup with makeup remover or wash your face with some diluted cleanser (without cotton or pre-soaked pads). Then, rinse it off with off with water, and dry it with a paper towel, and then with a towel. Yom Tov is the same as Shabbos regarding this.
