Answer:
A Jew should not play with tarot card or be involved in future telling activities. Jews are commanded to live with the natural world that Hashem created and not try to learn the future, but to trust in Hashem, that He leads us and that He runs the world. See Sefer Hachinuch Mitzva 510.
I am not aware that gentiles have this mitzva.
