Why do we write ע”ה for women and ז” ל for men?

I am not aware of any definitive reason. We find a number of times in Chazal that they wrote ע”ה on Moshe Rabbeinu, therefore it isn’t because the person is not enough of a righteous person to use that term. If someone wants, he may say זכרונה לברכה for a woman.
