The reason we make the bracha is because the first time we see the ocean we are inspired by it, here for we can make the bracha. However, the second time we see it within thirty days we are not as excited about it, therefore we will not say the bracha then. This would also apply to your situation, since you already saw the sea, the day before, we would ot say the bracha.
