Answer:
It is permitted to shave off back hair.
Sources: Shulchan Aruch, Yoreh De'ah 182:2. According to Tzemach Tzedek (93), it would by permitted to shave off back hair for the sake of beautifyins onself. However, this opinion is disputed by the majority of poskim. If back hair is disturbing, even Tzemach Tzedek would agree that it is permitted.
