Why is chalav stam cottage or cream cheese publisized with an OU-D? I heard but have not found a tshuva of reb moshe that the heter of eating it should not be publisized and have not heard of any other meikilim? please help me with this shaila.

I’m not sure I understand the question.
OU-D products from outside Israel, to my understanding, are chalav stam, unless the words chalav yisrael appear on the packaging. Those from Israel are chalav yisrael.
Rav Moshe permits chalav akum where there is proper regulation on the part of the non-Jewish authorities, but stongly recommends that one refrain from eating chalav akum, and therefore many avoid it.
