Question:

Is a woman permitted to have permanent eye liner done? important to say, chaztizta is not a problem because no longer using the mikvah? I ask because tattoos are assur, correct?

Answer:

According to almost all poskim a woman should not use permanent or semi permanent makeup, because of the prohibition not to have a tattoo. If it being done specifically to cover a blemish that she is embarrassed of then it would be permitted.

Semi permanent make up is not considered a chatzitza for the mikvah, because it is under the skin, and also because she wants it there.
